A Community-Driven Update to Paramount’s Commercial Design Guidelines

Gruen Associates is pleased to announce that the City of Paramount has approved the new Commercial Design Guidelines completed by our team to enhance the city’s urban landscape. The update replaces the Central Business District Architectural Guidelines adopted in 1984 and establishes a framework for building design, landscaping, screening, lighting, and streetscape elements in commercial areas. Developed in collaboration with the City, the guidelines reflect community outreach through local committees, an open house, and market engagement. They strengthen downtown’s historic character, improve walkability, increase tree planting, incorporate public art, maintain building height limits, and allow greater flexibility in architectural styles and colors. The update also clarifies expectations for private-property landscaping and addresses details such as trash enclosures, screening, lighting, and vacant properties. By promoting walkable, accessible, and well-connected commercial environments with more street-facing dining and retail, the guidelines support existing and future businesses.
